A Community-Driven Blueprint for Disability Inclusion
In July 2023, EnAble India and the Office of the State Commissioner for Persons with Disabilities, Goa, came together to launch the Goa State Centre for Livelihoods of Persons with Disabilities—a pioneering community-based ecosystem model guided by the DEPOSIT framework (Disability, Ecosystem, People without Disability, Opportunities, Solutions, Institutions, Tools).
But this collaboration didn’t start there. In 2023 and 2024, EnAble India and the Government of Goa co-curated the iconic Purple Fest, India’s largest celebration of disability inclusion. With over 40,000 daily footfalls in its first year and 100,000+ attendees in the second, Purple Fest showcased the vision, possibilities, and energy of an inclusive India. It set the stage for deeper, systemic action—and the State Centre became the model to carry that momentum forward.
Rooted in systemic thinking, the model focuses on enabling access to livelihoods, services, and solutions through collective action, technology, data, and policy.
Key Initiatives & Impact
- Policy Change: Through the Equal Opportunity Policy Campaign, 75+ government departments attended workshops; 40 have submitted their EOPs using a co-created checklist.
- Tech for Inclusion: A Notice Management System built with Sama is enabling seamless communication between the Disability Commissioner’s office and 147 departments.
- Data-Driven Action: 120 field workers trained to conduct a large-scale Data Campaign to inform inclusive policy and services.
- People Power: Manthan workshops brought together 63 CSOs and institutions, forming 8 action groups to address gaps in readiness, hiring, and Deaf education.
- Demand-First Hiring: The Avsar Campaign led to demand generation through engagement with GCCI, GSIA, and companies—resulting in real job openings across public and private sectors.
Impact So Far
- Hiring potential unlocked across 8 sectors, 10 industries, 24 job roles, and 16 companies
- 3000+ lives impacted through coordinated ecosystem efforts
A Story of Change
Muzamil, a person with neurological disability, discovered his potential through the support of CSOs, the Goa State Centre, and Indus Cama. Together, they co-created a role tailored to his strengths. Today, Muzamil works full-time as an Electrical Technician—a powerful example of how inclusion becomes transformation when the ecosystem comes together.
